General Information
Learning the laws regulating the use of firearms is a must for responsible ownership. Local regulations differ and laws vary from state to state. Citizens must check with the jurisdiction where the gun is to be used.
Sheriff Alan Norman and his staff are required to follow strict state guidelines when performing the necessary background checks for Concealed Handgun Permits. Due to the nature of the detailed due diligence, appointment times and processing times can take multiple weeks. Please note that you will pay now to submit your application for processing.
Concealed Handgun Permits must be obtained from the county sheriff of your county of residence.

- A New Concealed Handgun Permit (including the fingerprinting) costs $90.00
- A Renewal Concealed Handgun Permit costs $75.00
- A Duplicate or Address Change costs $15.00
- Discounted fees are availble to Veterans and NC Law Enforcement Officers according to State statute
- For a CHANGE OF ADDRESS you MUST have a valid Cleveland County Concealed Carry Permit. NOTE: If your permit is from another county, you MUST contact that county's Sheriff's Office that issued the permit first.

Appointments
NEW applicants will schedule their appointment when submitting the online application. Appointments will be available on Tuesdays, Wednesdays, and Thursdays. If you are more than 15 minutes late for your appointment, you will need to reschedule.
RENEWING applicants will not need to schedule an appointment. They will print their application packet and bring it (unsigned) to the Sheriff's office 7 to 30 days after submitting the online application. When renewing a Concealed Handgun Permit, you MUST apply no more than 90 days PRIOR to the expiration date.
NOTE: Instructions will be included in a confirmation email sent immediately after application submission; please read those instructions carefully.
Concealed Handgun Permit Requirements: must meet ALL requirements
Applicant Must:
- be a citizen or a naturalized citizen;
- Resident Aliens: Must bring a resident alien card, social security card and a NC driver’s license or NC ID card;
- be twenty-one (21) years of age;
- have attained at least one month's residency (30 days) in Cleveland County;
- not suffer from any mental or physical infirmity which would prevent safe handgun handling and operation
- successfully complete a firearms training and safety course that has been designed by the North Carolina Criminal Justice Standards Commission (See NCDOJ website for approved instructors in North Carolina).
- at the time of appointment, please provide a valid NCID or Driver's License provided by the State of North Carolina.
A criminal background check is performed on each applicant before granting the permit. The processing of the concealed handgun permit takes much longer than the handgun purchase permit. The Sheriff has forty-five (45) days from the time all application materials, to include receipt of the mental health records, are received to either issue or deny a permit. N.C. General Statute 14-415-15(a).
Anyone interested in applying for a concealed hangun permit must make an appointment online using this system. Prior to using this system, make sure you have the following information available.
- NC Driver's license / NC ID number
- NC Firearms Training Certificate Number (located at the bottom right corner of the certificate)
If you are a current Law Enforcement Officer or employed by local, State or company police in North Carolina (N.C.G.S § 14-415.12(A)), you MUST bring additional items with you in order to exempt you from taking the NC Firearms Safety Training Course. Click HERE to print the Firearms Exemption Form.
Law Enforcement Officer:
- Firearms Exemption Form.
- Current employee identification.
- North Carolina issued identification
NC Private Protection Services:
- North Carolina issued identification.
- Firearms registration permit issued by the board.
- Employee identification.
- Completed Exemption From Firearms Course form.
Military:
- If you are ACTIVE military, you must provide a valid military ID and your Command Letter.
- If you are RETIRED or Inactive military personnel, you will need to bring your DD214 showing separation status to your in-person appointment. The DD-214 must have your Characterization of Service page.
- We cannot accept your paperwork unless you have these credentials.
Retired NC Law Enforcement Officers within the last 2 YEARS of this application:
In accordance with NCGS 14-415.19(a1), the Retired NC Law Enforcement Officer applying for the first time must also submit:
- A copy of the officer's letter of retirement from either the North Carolina Teachers' and State Employees' Retirement System or the North Carolina Local Governmental Employees' Retirement System and;
- Written documentation from the head of the agency where the person was previously employed indicating that the person was neither involuntarily terminated nor under administrative or criminal investigation within six months of retirement: and/or Department issued retirement ID card.
The Cleveland County Sheriff’s office offers this online service as a convenience to the community. There is a $5.00 non-refundable service fee paid to the company that provides this online processing system.

NC General Statute 14-315.1: Storage of firearms to protect minors
(a) Any person who resides in the same premises as a minor, owns or possesses a firearm, and stores or leaves the firearm (i) in a condition that the firearm can be discharged and (ii) in a manner that the person knew or should have known that an unsupervised minor would be able to gain access to the firearm, is guilty of a Class 1 misdemeanor if a minor gains access to the firearm without the lawful permission of the minor's parents or a person having charge of the minor and the minor:
- Possesses it in violation of G.S. 14-269.2(b);
- Exhibits it in a public place in a careless, angry, or threatening manner;
- Causes personal injury or death with it not in self defense; or
- Uses it in the commission of a crime.
(b) Nothing in this section shall prohibit a person from carrying a firearm on his or her body, or placed in such close proximity that it can be used as easily and quickly as if carried on the body.
(c) This section shall not apply if the minor obtained the firearm as a result of an unlawful entry by any person.
(d) "Minor" as used in this section means a person under 18 years of age who is not emancipated. (1993, c. 558, s. 2; 1994, Ex. Sess., c. 14, s. 11.)
